Brazil has by far the largest foreign community in Portugal, roughly 485,000 people, and maintains an embassy in Lisbon plus consulates-general in Lisbon, Porto and Faro. Consular services — passports, CPF, civil registrations — are handled by the consulates-general, not the embassy, and all of them work through the e-consular appointment system. What your embassy will do
- Passports and emergency travel documents — replace a lost, stolen, damaged or expired passport. The FCDO issues an Emergency Travel Document rather than a full passport at post, for a fee.
- Notarial and documentary services — legalising documents, certifying copies, affidavits. Fee-based.
- Registering births, deaths and marriages abroad, and explaining how to marry locally.
- If you are arrested or detained — visit you on a regular schedule, explain the local criminal process in general terms, give you a list of English-speaking local lawyers, contact your family or employer with your written permission, press for adequate medical care, arrange access to clergy, and help your family send you money.
- If you are hospitalised or the victim of a crime — lists of doctors, hospitals and lawyers, contact details for local police, and notifying your family with your consent.
- If a national dies — notify next of kin, provide a list of funeral directors, and assist with repatriation of remains.
- In a crisis — natural disaster, civil unrest, terrorist attack, pandemic — including evacuation coordination.
- Specialist casework — forced marriage, international parental child abduction, kidnapping, missing persons, sexual assault.
- Voting. US citizens can vote absentee from abroad and the embassy supports overseas voting.
What it will not do
- Get you out of jail. Consular officers cannot release you from detention or interfere in court proceedings, and cannot tell a court you are innocent.
- Give legal advice or represent you. They provide a list of lawyers; choosing and paying one is yours.
- Pay any bills — legal, medical, bail, hotel or travel.
- Act as interpreters or translators, or perform formal document translation.
- Intervene in private disputes over property, employment or commercial matters, or in local court cases.
- Investigate crimes or search for missing persons. That is the Portuguese authorities’ job.
- Guarantee your safety, get you into a country without the right documents, or prevent a deportation.
- Find you accommodation, store your belongings, or forward your mail.
- Obtain preferential treatment from local officials.

Portuguese consulates abroad — where your visa actually starts
The traffic runs both ways. Portuguese consulates in the US, Canada and UK issue NIFs as a standard consular service, which is often the cheapest way to get one before you move, and they are where a residence visa application begins.
- United States: VFS Global runs Portugal visa application centers in New York, Washington DC, Houston, Miami and San Francisco, handling Schengen short-stay, EU family member, student and national D visas including residency. Houston and Miami applicants fall under the Washington DC jurisdiction. Illinois residents are referred by the Portuguese Embassy in Washington to the Consulate-General of Lithuania in Chicago under a Schengen representation arrangement.
- United Kingdom: VFS Global operates centers in London, Manchester and Edinburgh, with a published category list covering Schengen short-stay only. Whether national D visas go through VFS or direct to the consulate in the UK is not clearly published — contact the consulate before assuming either.

Can my embassy help if I am arrested in Portugal?
Within limits. Consular officers will visit you, outline the local legal process in general terms, give you a list of English-speaking lawyers, notify your family or employer if you put it in writing, press for adequate medical care, and help your family send money. They cannot get you released, give legal advice, represent you, pay your bail or legal fees, or tell a Portuguese court you are innocent.
Can I get a Portuguese NIF from a consulate in my own country?
Yes. Portuguese consulates abroad issue NIFs as a standard consular service, and it is listed on the official sites of the consulates-general in Boston, Newark, San Francisco and Toronto among others. That is usually cheaper than a remote agency, which charges 15 to 120 euros for what is in itself a free number.
Should I register with my embassy when I move to Portugal?
If you are American or Canadian, yes — STEP and ROCA are free, take minutes, and are how your government reaches you in a wildfire, a strike or an evacuation.
