Lisbon is cheap on transport, food and telecoms, and expensive on housing. A realistic total for a single person is 1,600 to 2,600 euros a month and for a couple 2,200 to 3,400, with rent accounting for most of the spread.

Median rent on new contracts in the municipality was 17.42 euros per square meter in Q1 2026 (INE); asking rents were 21.7 in February and 20.0 in June. The gap between the two is the difference between what is signed and what is advertised, and it is the single most important thing to hold in mind when reading any Lisbon rent figure.

Single fares: metro 1.90 euros pre-purchased, Carris bus 1.90 or 2.30 on board, 24-hour ticket 11.40. Pass prices have held flat for three consecutive years under the PART subsidy, and 40 euros is an extremely low ceiling on transport cost by any European comparison — it covers metro, Carris, Carris Metropolitana, CP suburban trains, Fertagus and the Tagus ferries. It is one of the genuinely excellent things about the city.
Eating
- Bica at a counter: 0.80 to 1.20 euros. Sitting down costs more; standing is what residents do.
- Prato do dia lunch: under 10 euros, often 8 or 9 with soup, a main, a drink and a coffee. This is the best value in Portuguese life and it disappears after about three in the afternoon.
- Dinner for two, mid-range: 35 to 60 euros.
- Groceries: 200 to 300 for one person cooking at home. Fresh fish and seasonal produce are dramatically cheaper than Northern Europe; imported and branded goods are not.
The comparison that matters
Average gross pay in Portugal in 2025 was 1,694 euros a month, and the median base salary 1,277. A 1,300 euro one-bedroom in an ordinary neighborhood therefore consumes an entire median Portuguese base salary. Campaigners put a 100 square meter Lisbon flat at roughly fifteen times the annual salary of a teacher or a nurse, and foreign buyers in Greater Lisbon paid 34.5 percent more per square meter than Portuguese buyers in Q1 2026.
Lisbon is inexpensive if you are comparing it to London, Paris, Dublin or San Francisco and earning accordingly. It is not inexpensive in itself, and the difference between those two statements is most of what people get wrong before they arrive.
